KATHMANDU , APR 15 – A meeting of the Samyukta Loktantrik Madhesi Morcha and the UCPN (Maoist) on Saturday deliberated on various contentious issues of constitution writing. The meeting dwelt on forms of governance, electoral system and the judiciary.
According to Tarai Madhes Loktantrik Party-Nepal leader Dan Bahadur Chaudhary, the meeting dwelt on mixed electoral model, while on the forms of governance, the leaders discussed about sharing the executive power between the president and the prime minister. On the issue of judiciary, the meeting, according to Chaudary, underscored the need of a constitutional court to resolve differences that may arise between the states and the centre, and among states in the federal set-up. Chaudhary, however, said the coalition partners have not reached a final understanding on these issues.
The Morcha drew attention of the government and the Maoist leadership to implement the four-point accord inked during the formation of the incumbent government. During the meeting, the leaders agreed to give the present government the shape of a national unity one. According to chairman of Sadhbhawana Party, Rajendra Mahato, the meeting concluded that the coalition has made “significant achievements” by taking the peace process towards a logical conclusion in light of the decision to hand over PLA combatants and their arms to the Nepal Army. “This is something which had not been happening for the past four years,” said Mahato.
The Morcha demanded the government resolve differences surfaced while distributing citizenship certificates by amending the constitution, endorse inclusive bill in the parliament and recruit Madhesi youths in the Nepal Army as per the four-point deal. “The meeting decided to immediately announce vacancies for the recruitment of Madhesis and ask the Finance Ministry to provide necessary funds,” said Mahato.
The meeting also called for amending Article 70 of the Interim Constitution to shorten the constitution-drafting process. An SLMM meeting on Friday had given the responsibility of holding discussions for the implementation of the four-point deal to Bijay Kumar Gachhadar, Mahanta Thakur, Mahendra Yadav, Rajkishore Yadav and Rajendra Mahato. Dan Bahadur Chaudhary had represented Tarai Madhes Loktantrik Party-Nepal instead of Chairman Mahendra Yadav. Maoist Chairman Pushpa Kamal Dahal, Prime Minister Baburam Bhattarai and Finance Minister Barsaman Pun had represented their party in Saturday’s meeting.Post Report
