Nepali Congress in trouble, 16 leaders from Deuba camp resign en masse

KATHMANDU: Heads of 12 departments and four zonal committees having allegiance to the Sher Bahadur Deuba-led faction of the Nepali Congress resigned today en masse to ‘protest party President Sushil Koirala’s decision beyond party statute while appointing chiefs in those bodies’.

A team led Min Bishwakarma of Karnali reached the party headquarters in Sanepa and tendered their joint resignation, claiming that party President Koirala had violated the party statute. They argued that the party president added 12 departments on his own and announced them through media despite the fact that only the Central Working Committee has the right to add departments. They said the right to form departments rests with CWC as per Article 37 of the party statute. “But there is ambiguity as Article 24 (8) provides the same right to the party president, and in case of ambiguity, CWC prevails against the party president, hence the party president cannot form departments on his own,” argued the dissident leaders. “In addition, some of the zonal coordinators have been given the responsibilities of the districts that they don’t represent, which is also in violation of the statute. He has also wrongly cited the articles while making appointments.”

But party Spokesman Dilendra Prasad Badu said the contradictory provision of the statute was already amended last year, so there was no question of ambiguity. Sources, however, said the Deuba faction had rejected the amendment, saying it was made when CWC members of the Deuba side were boycotting the CWC meetings.THT
