Seeking improved relations with the United States as well as China was not a “zero-sum game”, Prime Minister Manmohan Singh has said while brushing aside suggestions that the United States was trying to contain the growth of China. “I do not think that large and dynamic countries like China can be contained,” Singh said in an interview to the South Korean daily, JoongAng Ilbo, ahead of his four-day visit to South Korea.

“China is our largest neighbour with which we share a long border. It is also our biggest trading partner in goods. With USA, our relations have been transformed in 2005. Three million people of Indian origin live and work in the US. The country is also India’s largest business partner. Our aim is to have cooperative ties with both China and the USA. It is not a zero-sum game,” Singh said.

The Prime Minister reached Seoul today on a bilateral visit to South Korea after which he will attend the second Nuclear Security Summit. Sources said New Delhi had “very little confidence” that Pakistan’s nuclear programme was safe. It was vulnerable not just to terrorist attacks but also to possible misuse from within, sources said.

There is a possibility of Indian and Pakistani Prime Ministers meeting on the sidelines of the summit.

Singh will be hosted by South Korean President Lee Myung-bak. Asked if corruption was discouraging foreign investment and why POSCO was still pending, Singh said, “Outside observers tend to take a narrow view of our economic policies. India is far more open economy today than it was earlier…It is my sincere hope that issues pertaining to POSCO are resolved soon.”
